The new law eliminates this loophole by making aggravated cruelty a felony on the first offense. This includes acts such as torture, mutilation, maiming, burning, starving, crushing, drowning, suffocating, or impaling a pet dog or cat.
Each act of cruelty against an individual animal is considered a separate offense, allowing for multiple charges in cases involving multiple animals. Second-time offenders now face doubled penalties, with fines up to $10,000 and/or up to 10 years in prison.
